The Metropolitan Plan for the Social Economy of Turin 2030 is the strategic document through which the Turin Chamber of Commerce and the Metropolitan City of Turin, within the framework of Torino Social Impact, define a shared vision for the development of a high-impact social economy across the metropolitan area.

The Plan is the result of a participatory process of consultation, drafting, and validation, launched with the signing of an agreement on July 18, 2024, and concluded with its approval by the two promoting institutions in spring 2025.

Objectives

The aim of the Plan is to promote a new model of growth throughout the metropolitan area, capable of integrating economic development with social cohesion and inclusion.

In light of the complexity of today’s challenges, the Plan advocates for a vision in which the economic and social identities of the territory are mutually reinforcing.

The initiative is grounded in EU policy documents that recognize the role of social enterprises not only in welfare and redistribution, but also in economic development, positioning the social and impact economy within the scope of industrial policy for a more equitable and inclusive growth.

The Plan is closely linked to local, national, and European levels, taking into account the Recommendation of the Council of the European Union on developing social economy framework conditions (C/2023/1344 of November 27, 2023), as well as the subsequent work initiated by the Italian Ministry of Economy and Finance starting in May 2024 to implement the Recommendation.

A Collaborative Programme

The Plan identifies a set of actions and operational tools that will serve as the foundation for a collaborative programme, aimed at engaging the entire territorial ecosystem: public and private, for-profit and non-profit.

The goal is to align policies, resources, and competencies to generate social impact, equity, and innovation.

A Multilevel and Participatory Process

The drafting of the Plan was carried out with the support of Avventura Urbana through a structured process that included:

  • analysis of strategic documents at the European, national, and local levels;

  • engagement with the territory through interviews and dialogue sessions;

  • the event “Towards the Metropolitan Plan for the Social Economy of Turin” (December 5, 2024);

  • an open consultation with the territorial ecosystem, inspired by models promoted by the European Commission.
